So how does load data get approved for publishing to the general public's use as being a safe standard of measure? Since it was published from a known source, I thought that all data had to be sammi compliant or is there other means of standardizing specific load data as being tested and proven?

I would not go to 7 gr either with AA7. I only included as a reference factor but thanks for helping to stress the point of how far is too far........

Lyman's latest reload manual has the answers for all of your load data that has been tested under SAMMI specs I would assume as the FiveSeven is very delicate round to work with. I have one post on the powders I have tried (blue-dot & Accurate 7) and I am about to try a new one (vihtavuori-n340).
