their 55gr round is an FMJ which will go through probably a level II vest. However by any legal definition is it not AP

AP rounds may or may not be illegal depending on their FFL & your state's laws. Idaho doesn't care.

The bullet makes it the AP definition, and a 55gr ball round is not AP by any definition.
