Min Velocity for Reliable Expansion w 40gr VMax?
I saw some gel tests where factory SS197SR expanded unreliably. I think the only one he got good expansion on was a random high vel round about 1770fps (most were closer to 1700fps). Hornady says in their literature expansion down to 1600fps, but the product page has 2000fps as the min muzzle velocity.
Anyone do research or tests on this?

The issue is expand into what?
Even more so when the V-Max does not expand traditionally anyway.
Get it going past 1700fps and it will perform.
Keep in mind the Ft. Bliss shooter used SS197 that uses the same bullet but slower and he had no issues dropping people.

Dropping people? Only one person other than the bad guy was killed at Ft. Bliss.

Given the boost of velocity provided by the 16" barrel, would you suggest the SS197 or SS198 for HD?

SS197, the 198 from a PS90 is like me S4M from a pistol, overkill for inside the house. If you're worried about SHTF have a second magazine full of SS198/S4M.

Dropped means OUT OF FIGHT. If so much of your leg is damaged so bad that the medical treatment for it starts at amputation, you are dropped, you are out of the fight.

The issue with 40grain V-max is not expansion. The ballistics tests I've seen have it clocked at 1700 fps. It does not fully expand, but it tumbles like a SOB and still generates more than lethal wound channels. It also makes adequate penetration depths. That's in standard blue box ammo.

This is why I stopped using the 40gr Vmax years ago and now use the Nosler 40gr Varmageddon.

One time I was shooting Pdogs with Vmaxs from my AR, they were exploding all over the place, almost like the Vmax was designed for shooting Pdogs with rifles or something. Weird.

It was but it is an old design and reliant part of your statement, I was shooting from an AR. Drop the FPS down and the Nosler out performs it.
FYI Nosler has their version of the V-max. It has a green tip, we used it in the past for the Pro1 and it is an older design.
The new Varmageddon out performs both.

I do believe that the V Max bullet design has changed.
Several years ago Hornady stated on their L.E. web site that .223 40 gr Urban TAP shouldn't be used in a barrel with a faster twist than 1/9". They changed that later to 1/7".

Nope V-max has not been changed. It performs the same as it has for the last 15 years.
FYI the SS197 uses the 40gr V-Max only with a custom blue tip installed.
